Something's Fishy Kid Shower Curtain Bathroom Ocean

I bought this curtain for a child's bathroom. It is great. The curtain is made of a cotton fabric and the colors are very vibrant. I am very please with this purchase and would buy more of these curtains.

Why it has only 11 holes for hook? Isn't it supposed to have 12 to match with plastic liner?

Is it defected or made that way?

Nice quality cotton material with nice, bright graphics. The blue/green matches the color in my bathroom perfectly. Everyone loves it. I got some matching wall clings and a fish soap dispenser and rug, and the bathroom is a really fun place for my daughter!
